PAN Card Documents Required Checklist (Official)
CBDT-notified acceptable documents for Identity (PoI), Address (PoA), and Date of Birth (PoD) for individual, minor, and HUF applicants.
- Aadhaar card is the only single document that satisfies all three statutory requirements: Identity, Address, and Date of Birth
- Utility bills (electricity, water, gas) used for address proof must be under 3 months old
- Minor applicants require identity and address proof of the parent or guardian acting as Representative Assessee
1. CBDT Statutory Document Framework
Under Rule 114 of the Income Tax Rules, 1962, every applicant filing Form 49A must submit documentary proof verifying three distinct components: Proof of Identity (PoI), Proof of Address (PoA), and Proof of Date of Birth (PoD).
If an applicant holds a valid Aadhaar card with matching demographic records, it fulfills all three categories simultaneously, eliminating the need to upload multiple proofs.
2. Accepted Proofs of Identity (PoI)
The Proof of Identity document must clearly display the applicant's full legal name and photograph. The following documents are officially accepted by the Income Tax Department:
- Aadhaar Card issued by UIDAI
- Elector's Photo Identity Card (Voter ID)
- Indian Passport (valid, unexpired)
- Driving Licence issued by state RTO
- Ration Card having photograph of the applicant
- Central Government Health Scheme (CGHS) or Ex-Servicemen Contributory Health Scheme (ECHS) photo card
- Certificate of identity signed by a Member of Parliament (MP), Member of Legislative Assembly (MLA), Municipal Councillor, or Gazetted Officer in prescribed Annexure-A format
- Bank branch certificate on letterhead containing applicant's photo and account number
3. Accepted Proofs of Address (PoA)
The Proof of Address document determines the delivery destination of your physical card. It must show the applicant's name and exact residential address:
- Aadhaar Card issued by UIDAI
- Elector's Photo Identity Card (Voter ID)
- Indian Passport
- Driving Licence
- Electricity Bill (not older than 3 months from application date)
- Landline Telephone or Broadband Bill (not older than 3 months)
- Water Connection Bill (not older than 3 months)
- Consumer Gas Connection Card / Book or piped gas bill (under 3 months)
- Bank Account Statement / Post Office Savings Account Passbook (under 3 months)
- Registered Rent Agreement / Lease Deed
- Domicile Certificate issued by state government
- Property Tax Assessment Order
Utility bills and bank statements older than 3 months are automatically rejected by verification officers at Protean and UTIITSL.
4. Accepted Proofs of Date of Birth (PoD)
Proof of Date of Birth must state the exact day, month, and year of birth. Acceptable documents are strictly limited to:
- Birth Certificate issued by Municipal Authority or Registrar of Births & Deaths
- Matriculation (10th Standard) Marksheet or School Leaving Certificate from recognized board
- Aadhaar Card issued by UIDAI

Minors (Under 18): The Proof of Identity and Address of either parent or legal guardian who acts as the Representative Assessee must be submitted, along with the minor's Date of Birth proof.
Non-Resident Indians (NRIs): Overseas address proof such as a foreign bank account statement, residential permit, or registration certificate issued by Indian embassy must be provided.
