1. Why Minors Need a PAN Card

Under Indian tax and financial regulations, minors frequently require a PAN card for:

1. Opening a minor bank savings account or Sukanya Samriddhi Yojana (SSY) account.

2. Investing in mutual funds, equities, or fixed deposits where the minor is primary holder or nominee.

3. Earning income through artistic performances, competitive tournaments, or trust inheritances subject to Section 64(1A) tax clubbing provisions.

2. Representative Assessee Rules

Because a person under 18 years is a minor under the Indian Contract Act, 1872, an adult parent or court-appointed legal guardian must act as the 'Representative Assessee' on Form 49A.

The parent provides their own Proof of Identity and Proof of Address, while submitting the minor's Proof of Date of Birth (Birth certificate or Aadhaar).

3. Step-by-Step Minor PAN Application

Step 1: Open Protean or UTIITSL. Select Form 49A, Category: INDIVIDUAL. Enter minor's name and date of birth.

Step 2: In Section 4 (Representative Assessee Details), check 'Yes' and enter the parent's full name, address, and identity proof details.

Step 3: Upload minor's birth proof and parent's identity/address proofs.

Step 4: Pay ₹107 fee and complete authentication. (Note: Aadhaar e-Sign must be completed by the parent using parent's Aadhaar OTP).

4. The 'No Photo / No Signature' Rule

A minor PAN card does NOT feature the child's photograph. The photo frame displays 'NO PHOTO' or blank space, and the signature area displays the parent's signature. This is a standard statutory format and is 100% valid for all legal banking and tax requirements.

5. Converting Minor PAN to Major PAN at Age 18

Upon attaining age 18, the minor PAN card must be upgraded to a Major PAN card:

1. File a PAN Correction application (CSF Form) on Protean or UTIITSL.

2. Provide your existing 10-digit PAN number.

3. Upload your recent adult photograph, specimen signature in black ink, and adult Aadhaar card.

4. Pay ₹107. A freshly printed major PAN card featuring your photo and signature will be dispatched via Speed Post.
