1. The 4 Functions of Form 8
Under ECI guidelines, Form 8 on voters.eci.gov.in handles four specific elector maintenance requests:
1. Shifting of Residence (within constituency or to another constituency/state).
2. Correction of Entries in Existing Electoral Roll (name, age, photo, relative's name).
3. Issue of Replacement EPIC without correction (for lost, destroyed, or mutilated cards).
4. Request for marking as Person with Disability (PwD).
2. Shifting Residence Walkthrough
When you move to a new rented home, apartment, or city, never apply for a fresh Voter ID using Form 6. Possessing two voter cards is an offense under Section 31 of the Representation of the People Act, 1950.
Instead, log in to voters.eci.gov.in and click 'Form 8'. Select 'Shifting of Residence'. Choose whether the shift is 'Within Assembly Constituency' or 'Outside Assembly Constituency'. Enter your existing EPIC number.
Provide your new street address and upload valid residence proof (Aadhaar card, electricity bill, bank passbook, or registered rent agreement). The portal automatically deletes your name from your old polling station and adds you to your new neighborhood booth.
3. Correcting Name, DoB & Photo
To fix spelling errors or update an old black-and-white photograph: Open Form 8 and select 'Correction of Entries in Existing Electoral Roll'. Tick the specific checkboxes you wish to amend (Name, Gender, DoB, Relation Type, Photo, or Mobile Number).
Upload supporting documentation: For name/DoB, upload your Aadhaar, 10th marksheet, or birth certificate. For photo, upload a crisp passport-size color photograph.
4. Ordering Replacement EPIC Without Alterations
If your voter card was lost, stolen, or damaged: Select 'Issue of Replacement EPIC without Correction'. Select reason: 'Lost' (requires uploading a police NCR / loss report) or 'Destroyed due to flood/fire/mutilation' (no police report required). A new color replacement smart card is dispatched free of cost.
5. Verification & Electoral Roll Transfer
The local BLO at your new address verifies your residency. Once approved by the Electoral Registration Officer, your new assembly roll number is updated, and your updated e-EPIC becomes available for immediate download.
