Tatkaal Passport Application Guide (Rules & Fees)

1. Understanding the Tatkaal Scheme

The Tatkaal scheme is an expedited passport issuance mechanism established by the Ministry of External Affairs (MEA) for citizens facing unexpected foreign travel, medical emergencies, study abroad deadlines, or urgent overseas employment.

Under Tatkaal, passports are printed and dispatched prior to police verification (post-PVR basis), enabling passport delivery within 1 to 3 business days from appointment clearance.

2. Who Is Eligible & Who Is Barred

Most Indian citizens applying for fresh or renewal passports qualify for Tatkaal. However, the MEA strictly excludes certain categories from Tatkaal processing:

• Applicants with adverse police verification records in previous applications.
• Repatriated citizens or deportees from foreign nations.
• Citizens who have undergone significant major name changes.
• Applicants born abroad to Indian parents (citizens by descent) applying for the first time.
• Lost or stolen passports with multiple previous losses.

3. The 3-Document Proof Mandate

To establish high-confidence identity for post-verification dispatch, adult applicants applying for a fresh passport under Tatkaal must furnish at least 3 documentary proofs from the MEA's List of 13 Prescribed Documents (with Aadhaar being mandatory as one of the three):

• 1. Aadhaar Card / e-Aadhaar (Mandatory)
• 2. Elector's Photo Identity Card (Voter ID)
• 3. PAN Card issued by Income Tax Department
• 4. Driving Licence issued by State Transport Department
• 5. Bank Passbook with photograph from a Scheduled Bank
• 6. 10th Standard Matriculation Certificate
• 7. Service Photo Identity Card issued by Central / State Government or PSU

4. Fee Structure & Slot Booking

The total fee for a 36-page adult Tatkaal passport is ₹3,500. This consists of ₹1,500 base passport fee and ₹2,000 Tatkaal expedite fee, both payable directly on passportindia.gov.in.

Tatkaal appointment slots open daily at a fixed time (typically 11:00 AM on the previous working day). Because Tatkaal quota seats are limited, applicants should log in 5 minutes prior to slot release.

5. Dispatch Timeline & Post-Police Verification

Once your documents are approved by the Granting Officer at Counter C, your passport file moves to printing. Passports under Tatkaal are printed within 24-48 hours and handed over to India Post Speed Post.

Police verification is initiated simultaneously on a post-issuance basis. The local police station will contact you within 2 to 3 weeks of receiving your passport to conduct standard address verification. Failing to cooperate with the police post-issuance can lead to passport impoundment.
