1. Core Document Hierarchy
Under the Passports Act, 1967 and Passport Rules, 1980, every citizen applying for a fresh passport must satisfy three core documentary mandates: Proof of Present Address, Proof of Date of Birth, and Documentary Evidence for Non-ECR eligibility.
Unlike state document processes where photocopies are often accepted, the Passport Seva Kendra (PSK) strictly requires original physical documents for electronic scanning at Counter B.
2. Approved Proofs of Present Address
The address proof must establish your current residence. The Ministry of External Affairs accepts:
- Aadhaar Card issued by UIDAI
- Electricity Bill in applicant's name (not older than 3 months)
- Water Connection Bill (not older than 3 months)
- Telephone / Postpaid Mobile Bill (not older than 3 months)
- Bank Passbook with applicant's photo issued by a Scheduled Public/Private Sector Bank or Regional Rural Bank
- Registered Rent Agreement (minimum 1-year duration executed on non-judicial stamp paper)
- Spouse's Passport copy (first and last page) showing applicant's current address, provided the applicant's name is endorsed as spouse
- Employer Certificate on letterhead from reputed public limited or government entities
3. Approved Proofs of Date of Birth
The document verifying date of birth must clearly indicate day, month, and year:
- Birth Certificate issued by Registrar of Births & Deaths or Municipal Corporation
- 10th Standard Matriculation Marksheet / Certificate issued by a recognized educational board (CBSE, ICSE, State Boards)
- Aadhaar Card / e-Aadhaar
- PAN Card issued by Income Tax Department
- Driving Licence issued by Transport Department
- Policy Bond issued by Public Life Insurance Corporations
4. Documents for Non-ECR Category
Non-ECR (Emigration Check Not Required) status exempts the passport holder from mandatory clearance when traveling for employment to 18 specified countries (including UAE, Saudi Arabia, Qatar, Kuwait, Malaysia, etc.).
To qualify for Non-ECR, submit any of the following:
- 10th Standard / Matriculation or higher educational degree/diploma pass certificate
- Income Tax Assessment Orders showing taxpayer status for the preceding 1 year
- Persons possessing two-year diploma certificates from institutions recognized by NCVT / SCVT
- All applicants holding official, diplomatic, or gazetted government service credentials
- Children under 18 years of age and senior citizens aged 50 years and above (automatically Non-ECR)
5. Documents for Minor Applicants
For minor applicants under 18 years of age:
1. Annexure-D declaration signed by both parents confirming consent.
2. Original passports of both parents (if available), with spouse name endorsed.
3. Minor's birth certificate or school certificate.
4. Address proof in the name of either parent.
5. For children under 4 years: Two recent color passport photographs (3.5 cm x 4.5 cm) with pure white background.
6. Documents for Re-issue / Renewal
For renewal or re-issue of an expiring passport: Present your original old passport, self-attested photocopies of the first two pages, last two pages, ECR/Non-ECR page, and observation page. If your address has changed, furnish an approved address proof.
