1. Validity Rules & Grace Period

Under the amended Motor Vehicles Act, a non-transport (private car/bike) Driving Licence is valid for 20 years from the date of issue or until the holder attains the age of 40, whichever is earlier.

Between ages 40 and 50, licences are renewed for 10-year intervals. Between ages 50 and 55, validity extends until age 60. Beyond age 60, licences must be renewed every 5 years with mandatory medical recertification.

Grace Period: You can apply for renewal up to 1 year before expiry or within 1 year after expiry without penalty or driving re-tests.

2. Form 1A Medical Certificate Rules (Age 40+)

Under Section 8(3) of the Motor Vehicles Act, any applicant over the age of 40 applying for DL renewal must submit Form 1A (Medical Certificate).

The certificate must be filled out and certified by a Registered Medical Practitioner (holding MBBS or higher medical degree). It verifies visual acuity, color blindness, hearing, and motor reflexes. In states with digital Doctor Portal integration, the doctor uploads the certificate directly using your application number.

3. Step-by-Step Online Renewal on Sarathi

Step 1: Visit sarathi.parivahan.gov.in. Select your State and click 'Apply for DL Renewal'.

Step 2: Enter your existing Driving Licence Number and Date of Birth. The portal retrieves your driver profile and vehicle categories.

Step 3: Authenticate using Aadhaar OTP to qualify for faceless processing without visiting the RTO.

Step 4: Update communication address if changed, and upload self-declaration Form 1 (and Form 1A medical certificate if over 40).

Step 5: Pay the renewal fee and download your application receipt. The RTO scrutinizes your file and dispatches your renewed smart card via Speed Post.

4. Fees & Late Penalty Schedule

Standard Renewal Fee: ₹200 (statutory fee under Rule 32) + ₹200 (smart card fee) = ₹400 total.

Late Fee Penalty: If you renew after the 1-year grace period has lapsed, an additional statutory penalty of ₹1,000 per year (or part thereof) is charged from the date of expiry.

5. What Happens After 1 Year of Expiry

Under Section 15 of the amended Motor Vehicles Act, 1988, if a driving licence has been expired for more than 1 year, the applicant is required to book and pass the practical driving competence track test again at the RTO before renewal can be granted.
